Push Custom Bookmarks and website tiles to the home screen
I would like to add custom URL's as tiles on a given page on the home screen and add bookmarks too in the safari app for my managed iPads.

This is available already using the Web Clip profile. Per Apple's design, bookmarks can be added only to Safari via MDM when using a Web Content Filter profile.

You can do this already. In Configs, setup a webclip. The only think I have found you cant do is arrange them.
If you are restricting apps, make sure you allow com.apple.webapp
