Prevent user from disabling SimpleMDM app in Location Services and Background App Refresh

Currently a user can disable "SimpleMDM" in Location Services as well as disable background app updating.

    Apple won't ever let any MDM override this setting. Even AirWatch/MobileIron/Jamf have to live with that.
